Actions Envisaged


The Project is divided into Work Packages and Tasks.

WP1 Coordination and Management

Ensure the correct implementation of the project, with a development of a methodology to make sure the partners comply with their responsibilities, and with integration of several factors that guarantee the project's daily implementation and application.

WP2 Dissemination

The communication component activities aim to address the target groups and attract their maximum participation in project activities for ensuring its continuity and sustainability of results.

  • Project-related website and DB

Create a user-friendly website to all who use Middle East countries ports, also those not included in the project, to expand the user base and ensure that the website is operational even after the end of the project to offer updates, news and information in addition to hosting forums on regulatory and procedural issues.

  • Leaflet and e-newsletter.

Brochures on project activities will be printed to publicize workshop activities, training courses and the final conference.

  • CUSTOM MED portal and data base

Communication and diffusion within the project will be carried out via ICT tools, to promote their use and popularity in the relevant countries. This stage shall be also aiming at creating a database including regulation, custom rules.

  • Communication and visibility activity

A strong communication program will be established and based on specific strategies and clear objectives.

  • Final conference on a large scale

It presents the results to the main stakeholders and decision-makers: Port Authorities, custom organizations, representatives of Ministries, municipalities, European decision-makers, media and press.

WP3 Capitalisation activities and synergies with other initiatives

Strategies will be adopted to capitalize on existing networks among specific stakeholder audiences with a focus on web-based knowledge sharing tools such as forums, blogs and newsletters

WP4 Analysis

  • Definition of specific survey and assessment

Identify the time and cost involved in customs procedures. This survey will be managed at local level with the collaboration of each partner involved and discuss in the permanent Focus Group.

  • Analysis of Aqaba, Beirut, Genova, Piraeus and Alicante Ports

Mixed work groups made of EU and MENA countries experts alike shall analyze the main aspects in terms of time management and goods clearing.

  • Best practices

Partners will collect data of the current situation of customs regulations, customs procedures and legislation, to identify at least 3-4 best practices to share and transfer to Lebanon and Jordan countries.

  • Analysis of weaknesses and strength (SWOT) of Beirut port and Aqaba port.

WP5 Tools

  • Guidelines for the permanent focus group

To manage, steer and coordinate the project and all the partners on an effective way and control progress and results, resolve any disputes and balance the interest of the individual partners in order to ensure the correct development of the project, including the management of all the administrative, technical and financial issues.


  • Definition of the road map for the Port of Beirut and Aqaba

The aim of the road map is to develop aspects related to norms, procedures (including documents), ITC systems via website and a permanent focus group.

  • Technical specifications of support ICT solutions

ITC systems shall integrate all existing functional areas and sub-systems.

WP6 Establishing the formal security status

To analyse and study the "formal status" that must adopt the security procedure for establishing a pattern of standardization and a norm.

  • Compilation and analysis of the previous information.

Establish the best way for implementing improvements in security procedures.

  • Guidelines for the application of the methodology on a large scale (to other MENA countries in the future)

Guidelines will include the following techniques: identification of public bodies, prívate stakeholders, local cases' analysis techniques, data acquisition, DB architecture, information, extraction, etc.

  • Establishment of a norm and standards

Define based norm on the contribution of other security systems and also a set of standards which will take into account the requirements established by different international bodies as the World Customs Organization standards framework, ISPS Code of IMO, The CTPAT of US Customs Services, etc

  • Establishment the audit form and certification.

Finally a framework for auditing and certifícate the conformity with this procedures will be designed

WP7 Training

To ensure that the CUSTOM MED is effective and efficient, competent staff will receive relevant training.

Types of training courses:

  • A procedural training program aimed at customs officers in Lebanon and Jordan
  • An operational training program for transport operators in Lebanon and Jordan
  • A targeted regulatory training program for officials and executives of public bodies in Lebanon and Jordan.
